Обновление эмулятора компьютеров Commodore 64 для Windows.

- fixed file command >= 5.12 problem.
- fix incorrect resizing in fullscreen, fixes bug #3605470
- added some missing ifdef HAVE_RS232. fixes bug #3604045
- changed conflicting hotkey, fixes bug #3603342
- added sanity check and respective error message for when a hotkey is incorrectly redefined
- removed wrong unconditional AC_DEFINE of `USE_UI_THREADS'.
- added check for proper GL support. If not available disable with-uithreads and issue a warning.
- removed c64 specific hack from maincpu.c, hook up zeropage accesses to memmap properly, fixes bug #3603868
- removed DEBUG macro.
- disabled building of xscpu64 for beos.
